Required Qualifications

Education and Experience
 Bachelor’s degree from an accredited institution in a business or vocational/technology related discipline.
 Two or more years of experience in higher education program administration.
 Demonstrated skill and capacity in areas of technology-related business start-ups, management of grants & various funding programs, marketing, small business counseling, coaching, mentoring or other relevant experience.
Ability to:
 Provide leadership in the development, review, and support of vocational and adult continuing education programs.
 Lead in the development and conduct of self-development activities.
 Work as a team member in a shared governance environment.
 Develop, evaluate, and use data in decision making; to develop and coordinate strategic planning; and to manage complex budgets.
 Promote instructional innovation.
 Create and maintain documents, including spreadsheets and databases, using computers and standard office software.

Essential Duties

Essential Function 1.
Plans, directs, manages, evaluates, and provides leadership for administrative support activities and operations.
Supporting Activities:
 Responsible for overall operations of the Arrak Campus.
 Assures that central functions are implemented at the Arrak Campus in a coordinated & efficient manner within the concept of a single College of the Marshall Islands.
 Develops and implements, in consultation with the Dean, the program review goals for the Arrak Campus.
 Plans, analyzes, & evaluates programs & services offered at the Arrak Campus (except for Landgrant), operational needs, & fiscal constraints.
 Advocates for students & employees at the Arrak campus.
 Provides leadership & direction to the campus & its operational units in the development, maintenance, & approval of budgets.
 Provides operational, programmatic, & supervisory oversight to all administrative and support programs (other than Land grant) & applies applicable laws, rules, & regulations.
 Assures the safety of students and staff & effectively supervises security staff.
 Provides input on policy & procedural changes.
 Evaluates staff consistent with College policies/procedures.
 Leads or participates in fund raising & development efforts for the campus.

Essential Function 2.
Plans, directs, manages, evaluates, and provides leadership for educational programs which include credit and non-credit vocational programs, adult basic education and continuing education programs and regular credit courses offered both in-person and via distance education delivery.
Supporting Activities:
 In coordination with the Dean and academic administration, develops, implements, & assesses plans for all education programming influenced by needs & resources.
 Maintains a system for the receipt and handling of student applications for admission; establishing appropriate student records at Uliga campus for all applicants through effective communication and technology use.
 Assist potential CMI students with the completion of all application requirements, to include Financial Aid Application and the facilitation/administration of necessary placement and assessment tests.
 Maintain ongoing collaboration and training in Uliga to maintain skills/training necessary to facilitate enrollment and records management for Arrak-based students consistent with the standards for all CMI college students.
 Ensures that campus student support services & programs meet the personal, academic & learning support needs of the student population.
 Ensures that instructional quality & innovation are developed, implemented, & assessed in all offerings.
 Provides operational, programmatic, & supervisory oversight to all education programs & applies applicable laws, rules, & regulations.
 Provides leadership & direction to the campus in the development, maintenance, & approval of budgets.
 Evaluates Arrak-based faculty consistent with College policies/procedures.
 Ensure the availability of functional technology at the Arrak campus in support of distance education; having prepared operational alternative and “back-up” processes for continuing educational courses/training when uncontrollable circumstances prevent specific technology use.
 Work directly with CMI instructors and staff to develop and maintain skills necessary for using available distance learning technology.
 Support instructors and consultants on-site and off-site in the development of engaging course /training material for students that uses all available technological resources.
 Collaborate with Information Technology, Student Services, and Academic Departments to coordinate the implementation of new technologies used to enhance learning.

Essential Function 3.
Plans, directs, manages, evaluates, and provides leadership for community and campus development programs and activities.
Supporting Activities:
 Develops collaborative partnerships with business, education, & government entities that are mutually beneficial.
 Collaborates with other local economic development entities to develop strategic plans and identify training needs for workforce development.
 Represents the College on a wide variety of local community based adult education and vocational boards.

Job Description

The Director coordinates the necessary services at the Arrak Campus to maintain a functional Education Center for the College of the Marshall Islands. The coordinator must collaborate effectively with a team of academic and student services stakeholders while working independently from the main Uliga campus. This person facilitates enrollment of new students, manages the technology necessary for the center, collaborates with those responsible for instruction, facilitates service delivery to Arrak students, and maintains positive communication with the local community.
All Arrak campus faculty, professional, technical and support staff, except Land Grant staff, will report directly or indirectly to the Director.

Preferred Qualifications

• A Master’s degree from an accredited institution in a discipline appropriate to the academic needs of the College of the Marshall Islands.

• Experience with international students or the Pacific region.
